Fresh out of college with a psychology degree, she started as a job coach in 1991, later becoming a case manager and program director. In 1997, she channeled this hands-on experience to launch Work Creation Program, driven by a passion for making a meaningful impact. As an immigrant who sometimes felt misunderstood, she connected deeply with her participants’ perspectives—learning as much from them as they did from her. Their enthusiasm inspired her to appreciate life’s small joys and fueled her commitment to personal growth, which she nurtures through self-improvement classes and a love for animals, especially dogs.

For nearly 18 years, Consuelo has been a cornerstone of Work Creation Programs, often joking that she’s earned a “Ph.D.” in the company. Her journey began in March 2007, when a small PennySaver ad led to a life-changing career in supporting individuals with developmental disabilities. Although she was originally seeking an office position, Consuelo discovered a passion for making a tangible difference in people’s lives—even when faced with challenging situations. Evolving from a receptionist to her current role as Program Director, she works alongside an administrative team whose dedication inspires her daily. Outside the office, Consuelo stays busy as a parent and enjoys dancing, social outings with friends, and gatherings that bring colleagues together over good food and great company.

Starting in high school, David spent his summers at Work Creation Program, discovering a true passion for supporting individuals with intellectual and developmental disabilities. Those formative experiences gave him a deeper appreciation for the unique challenges this population faces. It also showed him how vital it is to create uplifting environments that recognize every individual’s potential. Today, his mission is to continually refine and evolve WCP, ensuring it remains an engaging, exciting, and a supportive environment for all. He believes in creating a space where every participant feels valued, empowered, and encouraged to grow. David also wants to help each individual find the hobbies that inspire them—just as he found his own in working on cars and taking them to the track with friends.

Today, Serina takes pride in celebrating both small and big achievements with her participants, ensuring each individual feels truly valued. Beyond her professional life, she enjoys cooking, knitting, reading, and visiting Disneyland.
